January 17, 2005


The Board of Education of the Salem School District #30, state of Arkansas, met in regular session on Monday, January 17, 2005 at 7:00 p.m. in the boardroom on the high school campus.  The meeting was called to order by Chairman Innis.


Present:  Innis, Smith, Yarnell, Welch and Falco

Absent:   None


The Chairman declared a quorum present and opened the meeting for business.


The minutes were reviewed for the December 20, 2004, regular meeting.  Welch made the motion, second by Smith, to approve the minutes as written.  Passed.


The first order of business was the renewal of the School Leaders Errors & Omissions insurance policy for the period 02/01/05 – 02/01/06.  Superintendent Ken Rich recommended to the board to renew the policy at a premium of $4,570.80.  Welch made the motion, second by Yarnell to renew the Errors & Omissions insurance policy as recommended.  Passed.


Superintendent Rich informed the board that he had met with a school facilities team to go over information regarding Salem’s facilities report.  Rich noted that some data contained in the report was inaccurate but the facilities team did not make any changes in the report.


Superintendent Rich updated board members of educational issues discussed at the recent Superintendent’s Symposium held in Little Rock.


Smith made the motion, second by Falco to go into executive session to discuss a personnel matter.  Passed.


The Chairman declared the motion carried at 7:30 p.m.


The board returned to open session at 8:25 p.m. and as a result of the executive session, Welch made the motion, second by Yarnell, to rehire Ken Rich as superintendent on a three-year contract expiring June 30, 2008.  Passed. 


Next, two student transfers were discussed.  Superintendent Rich gave the recommendation for Leslie Taylor to transfer from the Salem district to the Viola district.  Smith made the motion, second by Yarnell to approve the transfer as recommended.  Passed.


Superintendent Rich also recommended to the board to grant a transfer request for Lacey Statler from Salem to the Viola school district.  Smith made the motion, second by Falco to allow the transfer as recommend.  Passed.


The financial reports were reviewed.


Superintendent Rich reported that a recent Department of Labor inspection produced a good report and that two missed fire extinguisher inspections in the bus garage had been updated.


High School principal Wayne Guiltner reported that Salem students taking the December ACT test composite scores average was 21.68.  The score was well above the national average composite of 20.


Guiltner recognized the Senior High Quiz Bowl team, which placed second in a recent NAESC tournament.  Team members include Mike Innis (Captain), Logan Welch (Co-Captain), Katy Simers, Whitney Maguffee, Emma Neal, Tera Zeigler, Samantha Hardin, Luke Harber, Sara Seifer, and Nick Bartz (Score Keeper).


Guiltner also recognized the Junior High Chess team, which placed first in the Ninth Central Ozarks Chess Tournament at West Plains held on Saturday January 15, 2005.  Team members include Shawn Helming – 2nd, Stephanie McCullough – 4th, Jon Goodson – 5th, and David Clark – 6th.  T.W. Langevin – 7th and Justin Kelley –12th also competed in the tournament.  The chess coaches are Merlina McCullough and Judy Rose.


Guiltner announced that Thomas Cooper, an 11th grade student was selected for All-State honors in class AA football.


Superintendent Rich presented a bus fleet inventory with year models and mileage figures to the board.  He asked the board that he request bids on a new school bus for purchase the next school year.  The board agreed to this request.


Smith made the motion, second by Falco to adjourn.  Passed.


The Chairman declared the meeting adjourned at 8:40 p.m.
