December 19, 2005

The Board of Education of the Salem School District #30, state of Arkansas, met in regular session on Monday, December 19, 2005 at 7:00 p.m. in the boardroom on the high school campus.  The meeting was called to order by Chairman Falco.


Present:  Yarnell, Falco, Smith, and Innis

Absent:   Welch

The Chairman declared a quorum present and opened the meeting for business.

The minutes were reviewed for the November 21, 2005, regular meeting.  Smith made the motion, second by Yarnell to approve the minutes as written.  Passed.

Superintendent Ken Rich informed the board of the district’s attempt to recover part of the bonded debt assistance that was cut back by the state.  A recovery of 32% of this year’s cutback of $6,800 will be received.

Superintendent Rich discussed the recent Supreme Court ruling that school districts have been inadequately funded and that gave the legislature a December 1, 2006 deadline to make changes.

Superintendent Rich explained the requirements for completing the district’s ten-year facilities master plan that has been mandated by the state department to be completed by February 1, 2006.  He presented a proposed list of facility needs and repairs and will continue the process of prioritizing these for review at the next board meeting.

Rich presented a petition for student transfer from the Izard County Consolidated District to the Salem District and gave a recommendation for the transfer approval.  Smith made the motion, second by Innis, to accept the transfer as recommended (attached).  Passed.

High School Principal Wayne Guiltner noted student achievements to the board (attached).

The financial reports were reviewed.

Superintendent Rich announced that student enrollment was currently at 727.

He also noted that 113 students at the elementary are participating in Intramural Basketball with the aid of Coach Wendall Smith and elementary principal David Turnbough.

Smith made the motion to adjourn with a second from Innis.

The Chairman declared the meeting adjourned at 8:00 p.m.
