The Board of Education of the Salem School District #30, state of Arkansas, met in regular session on Monday, November 20, 2006 at 7:00 p.m. in the boardroom on the high school campus.  The meeting was called to order by Chairman Smith.

First, Superintendent Ken Rich announced that the Salem School District has been designated as a Golden Apple recipient for the third year in a row.  This distinction places the district in the top ten schools in the state based on students performance on state mandated tests.  KTHV Channel 11 out of Little Rock, the University of Central Arkansas, and the Arkansas Department of Education is sponsoring the awards ceremony to be held on the UCA campus on December 5th.

Superintendent Rich presented the district’s special education plan and budget to the board and gave the recommendation to approve them.  Innis made the motion, second by Yarnell to approve the special education application and budget as presented.  Passed.

Superintendent Rich presented information regarding automated external defibrillators to board members and discussed machine features and design.  It was decided to try to obtain information from another company before any decision to purchase the equipment is made.

The superintendent advised the board of a personnel matter.  The board went into executive session at 7:35 p.m.

The board returned to open session at 7:55 p.m. and as a result no recommendation came from the executive session.

High school principal Wayne Guiltner acknowledged several students achievements.  Salem FFA students competed in the sub area leadership CDE at Highland.  Salem placed first at this competition and all first place winners will compete at the district competition at ASU, Jonesboro on December 5th.  Two cross-country runners, Daniel Lance and Forrest Rose ran in the state meet on November 11 at Hot Springs.  Forrest Rose finished eighth and was named all state.  Four Salem Band students were named for All-Region Jazz Band honors.  They were Bobbi Brewer, Junior Jazz Band Baritone Sax; Emily Foster, Senior Jazz Band II First Trumpet; Stephanie McCullough, Senior Jazz Band II Fourth Trombone; and Jesse Turner, Senior Jazz Ban II First Tenor Sax.  This marks the most students the Salem band program has placed in all-region jazz bands in one year.

The financial reports were reviewed.

Superintendent Rich informed board members that the board should appoint the person to serve on the board of the educational service cooperative at Melbourne yearly.  Chairman Smith recommended appointing Superintendent Rich to serve on the Cooperative’s board for this school year.  Innis made the motion, second by Yarnell to accept Ken Rich’s service on the educational cooperative’s board.  Passed.
