August 18, 2003

The Board of Education of the Salem School District #30, state of Arkansas, met in regular session on Monday, August 18, 2003, at 7:00 p.m. in the boardroom on the high school campus.  The meeting was called to order by Chairman Yarnell.


Present:  Yarnell, Innis, Smith, Winberry, and Welch

Absent:   None

The Chairman declared a quorum present and opened the meeting for business.

The minutes were reviewed for the July 21, 2003, regular meeting.  Winberry made the motion, second by Smith, to approve the minutes as written.  Passed.

The first order of business was a tour of the facilities for board members to see all of the improvements and maintenance efforts performed over the summer.

Next several student transfers were examined.  Superintendent Bob Foster recommended to accept the transfer of Brittany, Nick, and Bridgette Hale from the Viola School District.  He also recommended the transfer of Amber, Scott, and Zona Buchanan and Lara Gaskins to the Izard County Consolidated School District and the transfer of Michael Jarvis and Kristen Reese to the Highland School District.  Innis made the motion, second by Winberry to accept the transfers as recommended.  Passed.

Superintendent Foster discussed various school reform issues presented by Governor Huckabee at a recent speaking engagement in Salem.

The 2003-2004 Annual Financial Report and Budget was presented to the board.  Welch made the motion, second by Winberry to approve the budget as presented.  Passed.

The financial reports were reviewed.

High School Principal Ken Rich and Elementary principal David Turnbough reviewed students’ recent Benchmark and ACTAAP scores with the board.

Enrollment figures for the first day of school were noted at 350 for the high school and 355 for the elementary.

Winberry made the motion to adjourn, seconded by Welch.  Passed.

The Chairman declared the meeting adjourned at 8:25 p.m.
