October 20, 2003 

The Board of Education of the Salem School District #30, state of Arkansas, met in regular session on Monday, October 20, 2003, at 7:00 p.m. in the boardroom on the high school campus.  The meeting was called to order by Chairman Yarnell.


Present:  Yarnell, Innis, Smith, and Winberry

Absent:   Welch

The Chairman declared a quorum present and opened the meeting for business.

The minutes were reviewed for the September 15, 2003, regular meeting.  Winberry made the motion, second by Smith, to approve the minutes as written.  Passed.

The first order of business was the renewal of the ASBA Business Trip Insurance coverage for all school employees and board members.  Upon recommendation by Superintendent Bob Foster to renew coverage effective January 1, 2004 through December 31, 2004, Winberry made the motion, second by Innis to renew the ASBA Business Trip Insurance as recommended.  Passed.

High School Principal, Ken Rich discussed the summer CPEP classes and the resulting gains in students’ ACT scores.  An average gain of 2.8 in composite scores was achieved.  He commended the performance of the students and teachers participating in the program.

Mr. Rich also announced the state rankings of Salem students passing their end of course exams with Salem School ranking 29th in Algebra I, 41st in Literacy, and 71st in Geometry out of 308 school districts.

Superintendent Foster presented the latest school reform proposals to the board.

The financial reports were reviewed.

Winberry made the motion, second by Smith to go into executive session.  Passed.

The board returned to open session at 7:45 p.m.  As a result of executive session, Winberry made the motion, second by Smith to re-elect Burton Yarnell as President of the board.  Passed.

Winberry made the motion, second by Smith to name Mike Innis as Vice-President of the board.  Passed.

Winberry made the motion, second by Innis to name Guy Smith as Secretary of the board.  Passed.

The board approved the Special Education Consolidated Application for 2003-04 and the Special Education annual Financial Report for 2002-03.

Next, Superintendent Foster read a letter of resignation from school board member Alan Winberry (attached).  Innis made the motion, second by Smith to accept Winberry’s resignation from the board.

Smith, made the motion, second by Innis to appoint Mike Falco to fill the position vacated by Alan Winberry until the next school election.  Passed.

Superintendent Foster announced that basketball and football conference teams had been set by the Arkansas Activities Association for the 2004/2005 school year.

Superintendent Foster told board members that the state board of education has approved a college preparatory curriculum for high school students.  All students must take the college core unless their parents sign a waiver.

Smith made the motion to adjourn with a second by Innis.  Passed.

The Chairman declared the meeting adjourned at 8:00 p.m.
