February 16, 2004 

The Board of Education of the Salem School District #30, state of Arkansas, met in regular session on Monday, February 16, 2004 at 7:00 p.m. in the boardroom on the high school campus.  The meeting was called to order by Chairman Yarnell.


Present:  Yarnell, Innis, Smith, Falco, and Welch

Absent:   None

The Chairman declared a quorum present and opened the meeting for business.

The minutes were reviewed for the January 19, 2004, regular meeting.  Innis made the motion, second by Welch, to approve the minutes as written.  Passed

Superintendent Foster discussed new laws passed from the special legislative session and their effects on the schools.

Next, bus bids were considered for a new 65-passenger school bus with delivery to be taken after July 1, 2004.  The bids were Wards Transportation:  $49,250.00, Merle’s Bus Sales:  $51,628.00 and Central States Bus Sales:  $51,295.00.  Superintendent Foster gave the recommendation to accept the bid of $49,250.00 from Wards Transportation Services.  Welch, made the motion, second by Innis to accept the bid from Wards as recommended.  Passed.

Contracts for principals for the 04/05 school year were considered.  Superintendent Foster recommended to hire David Turnbough as Elementary Principal for the 2004/05 school year.  Welch made the motion, second by Smith to extended a contract to David Turnbough as recommended.  Passed.

Foster recommended to the board to extend a contract for High School Principal to Wayne Guiltner for the 2004/2005 school year.

Innis made the motion, second by Falco to hire Wayne Guiltner as High School Principal as recommended.  Passed.

The financial reports were reviewed.

Superintendent Foster announced that new energy efficient light fixtures had been purchased to be installed throughout school buildings to improve lighting and replace old fixtures currently in use.

High School Principal Ken Rich gave updates to the board regarding various student activities.  He announced that Salem’s Jr. High Quiz Bowl team won the district competition and were undefeated.  They also finished in third place at regional competition held recently.  He commended all team members and sponsor Vicki Ragan, for their outstanding achievements.  He informed the board that two eighth graders, David Jackson and Daniel Lance finished as first and second place winners respectively at both the Salem and Fulton County Spelling Bees.

Rich also discussed a new Workforce Education grant received for the internship program for 2004/05, which will replace the existing General Cooperative Education program and explained how the internship program will function for senior students employed in the community workplace.

Smith made the motion to adjourn with a second by Falco.  Passed.

The Chairman declared the meeting adjourned at 8:05 p.m.
